			<content:encoded><![CDATA[<p class="first-child "><span title="T" class="cap"><span>T</span></span>here were nearly 6.4 unemployed workers, on average, for each available job at the end of November, according to the Labor Department on Tuesday.  Compare that to 1.7 jobless people for each opening in December 2007.</p>
<p><em>Openings declined by 156,000 to 2.42 million, the second- lowest level since records began in 2000, the Labor Department said today in Washington. The number of unfilled positions was down 50 percent since peaking in June 2007.</em></p>
